Gemserv has extensive experience in the implementation and operation of electricity markets, gained in Great Britain, Europe and internationally. We are highly skilled in the area of market design, having been instrumental in the development of the competitive market arrangements in Great Britain. We help markets to grow and develop through managing efficient and effective change management processes to enhance the operation of the market and thereby improve services for customers, such as the smooth exchange of information between suppliers that allow customers to switch providers.

We have provided consultancy for and recommended policy and strategy to parties of the Master Registration Agreement and Dutch Parliamentary Committee. In Ireland we have provided consultancy and assurance to the All Island Project, a joint initiative run by the Commission for Energy Regulation (CER) and the Northern Ireland Authority for Utility Regulation (NIAUR), to create a single market for natural gas and electricity.

We have a unique background in the electricity industry, having grown our profile from developing the trading arrangements for the retail market in Great Britain under the auspices of the MRA in 1998, to a position where we now manage and administer a range of market-critical technical, financial and interface issues pivotal to competition in the GB and Irish electricity markets.

Market Design and Operation Consultancy

Gemserv has developed a wide-ranging skill set and knowledge base covering electricity markets across Europe.  Areas that we have been involved in include:

  • Design of Governance Frameworks;
  • Development of Trading Arrangements;
  • Development of market processes supporting retail competition;
  • Technical and Engineering roles;
  • Competitive Metering Arrangements; and
  • Management of Market Data.

 Market Assurance

Gemserv has been designing and delivering market assurance services for competitive utility markets within Europe since 1998 although many of our staff were involved with market assurance prior to this following the restructuring and liberalisation of GB electricity markets from 1990.

We have extensive experience of market participant testing in Great Britain and Ireland that enables us to provide assurance to national regulators that individual companies are capable of trading in an open market without adverse impact on other market participants or customers.
