The Master Registration Agreement (MRA) is an agreement involving over 70 licensed electricity distribution and supply businesses in the GB. It covers a range of market-critical safety, technical, financial and interface issues and is pivotal to competition in the electricity market. Gemserv manages the contract on behalf of the MRA Service Company.

Technical services provided by Gemserv include:

  • Design and management of retail electricity market governance and development of the MRA in line with regulatory changes and other relevant legislation;
  • Operation of robust change management, issue resolution, dispute management and conciliation services;
  • Management of accreditation and audit activities for market participants, including helping them to develop processes and IT systems required to comply with the mature retail market requirements;
  • Technical Helpline;
  • Accessions to the Agreement; and
  • Maintenance and development of industry data transfer standards.

Gemserv has audited more than 70 applicants for electricity market entry, performed more than 30 re-qualifications and administered over 3,500 change proposals. This activity covers business processes and IT systems and includes working with market participants to provide advice and guidance on achieving compliance with the industry operating requirements. We have maintained a highly efficient and reputable service that is subject to rigorous audit and have successfully adapted and improved the working processes despite the many strategic and political issues that have arisen in a market place that is constantly changing and developing.

Gemserv also supports the Executive Committee by providing the following services, many of which are provided through the use of online systems:

  • Financial management, including responsibility for day-to-day accounting activities, provision of monthly financial statements, year-end reconciliation statements and preparation of annual accounts;
  • Contact list maintenance;
  • Secretariat services; administrative support for meetings, standing committees and workgroups established under the auspices of the MRA; meeting agendas, minutes and associated papers; and
  • Maintenance of the MRA website with associated members secure area which includes publication of papers.
